There's a couple versions that match that description. It could use an ITR (but probably not at that price). There was a similar version sold a couple years ago, but it wasn't suitable for close up and had to be set up ahead of time.

Michael Ammar's Floating bill is good. Steve Fearson's Floating Cigarette method can be used with other objects such as crumpled bills. And Dan Harlan's Financial Attraction is also good (and different from the other two).
